You happened to buy the car at the mileage that requires a timing belt changing. As for the clutch, perhaps the previous owner abused it. Hard to say.

If the car moves at all, the plastic pivot holding the arm to the part holding the car snaps right off. I did this when I didn't have the wheels properly chocked.

I used my replacement one once...
