It is legal in front and they do fit in the back.
My daughter is now two. I had her baby seat (rear-facing with the airbag off) in the front seat till she was old enough to be front-facing. I then moved her seat to the rear. It is a bit of a squeeze but my wife can still sit in front with my daughter behind her. A few more months and she can sit in a booster and this will make everyone more comfortable since it will allow the front seat to slide back a little.

It appears that my Graco will fit in the front. Airbag off. Handle in full down position.
It's a bit awkward, because you raise/lower the handle while the seat is in place.
Lots of examples of booster seats used in the rear.

One answer from the Audi TT Car Club website...

Forward facing seats fit fine in the back.
When my first was a baby, she rode in the front once or twice with the airbag off. For a while I had my oldest in a booster in the front too. It was hard to find a booster that would fit properly on the front seat, the side bolsters get in the way.
Now, they're both in the back. All four of us could fit in the car, but we just take my wife's SUV if we're all going somewhere.
