Yes - as a mfr of private branded parts in the past -
the specs for the sellers can be different than the private brander manufacturer. The specs can be better or worse (ie the optical engine for HP laser jets was better than the original mfrs product that was being sold)
In other cases a company can ask for relaxed specs from the private brander in order to get more products or less costs
