pretty simple system...
3 major components.
1st - does the pump actually run?
2nd - does the 2nd air solenoid valve open
3rd - is the combi-valve opening?
have you run an output test to listen for 1 and 2 happening?
Have you checked vacuum line integrity to and from the solenoid valve, and whether the vac line to the combi valve is holding?
Oh, also, have you checked the plastic pressure hose from the pump to the valve for cracks/splits?

how does one run output test w/ the VAGCOM ...
2nd air solenoid is located under the intake mani correct?
and where is the combi valve located so i can check that also?

key on, engine off...
get into engine diagnostic on the vag. on the right group of buttons, you'll see function 03. Hit this, and hit the next button, until you get to the secondary air functions (I think the relay and the solenoid valve will be on this list). Listen for the components to function. The air pump will pulse on and off, as will the solenoid valve.
The combi-valve looks like this:

trace the #1 vac line back to the solenoid valve, and check it for vacuum integrity.
This is likely to be your issue.......just a gut feeling.
