unable to code new DME Control Unit

Default unable to code new DME Control Unit

I have purchased a new DME control unit for a 2000 Jetta 2.0l. The unit came coded for an automatic transmission and this is a manual. I beleve that I have the correct code - 00031, but the will not new code. Has anyone seen this or an I missing somethig. Any help will be welcome. Thank you Scott

New units are not coded, so you got a used one. Part number of the new ECU? Same as the old one?

I purchased this unit from the dealer and it came in a new unopened box. The part numbers match. So I believe that it is a new unit. Even if it was a used unit I still should be able to recode it?

What are the part numbers (read them via diagnostics)?
What is their current coding?

The part numbers are 06A 906 018 ET. The current coding is 00023 and it needs to be 00031. Do I need to login to change the coding in this control unit?
