Most experts agree the belt and all associated equipment (tensioner, water pump, etc) should be replaced every 5 years or 60K miles. There is not a reliable visual inspection for assessing when it should be done since the most likely failure is due to the water pump or tensioner breaking. Also, I've read some recent reports that some ECS timing belt kits are having premature tensioner failures.
