Default Evap purge valve question

2003 TT- Test indicates large evap leak. I tested the purge valve both on and off the car and the ohm meter reads zero. Specs call for ohms in the 20's - I know I have continuity but does this mean the valve is bad?

Could be a vacuum leak too.....start tracing hoses and inspect them...
