Oh my lord, dealers are crooks. You can fix that yourself in about a half hour.
On the passenger side of that tunnel, you'll see two small oval-shaped plugs. Pry those off, unscrew the two torx screws, take off the plastic panel, and there's the cover to that storage bin. Snap the cover back onto its tracks. Mine gets jammed up every now and then too. You might have to take off the metal support triangle for a little easier access, but that is held on with only four torx screws.
Your dealer is a crook if he would charge you $450 for that.
