I know a bad brake booster can cause this, but what else can do this?

There has to be a check valve to prevent boost from going to the booster.
Sounds like it is bad. do brakes feel normal if stopping form a normal "in vacuum" situation? More evidence that boost is not being isolated from the booster. Sorry but I don't know where that check valve is without snooping around, but, it is there somewhere.

check valve is located on the line at the end of the manifold opposite the throttle body >
for the brake booster. On the 180 it's right at the end of the "Y" hose; on the 225 I think it's at the passenger side firewall, where the line turns forward to parallel the charge pipe; look there first - and might be there's more than one.

no, but the BB line runs from the brake cyl at the drivers side along the firewall >
to the pass side, then turns to the front to the end of the intake mani; the CV is located right at the turn to the front.
