Default A6 2,7 tdi - turbo fault? (actuator)

Hi,

I have the fault code 013128 (Audi A6 2006 2,7 TDI):

19804/P3348/013128 - Control Circuit for Controller for Turbocharger 1 (J724): Electrical Malfunction

When i rev it up to 2600-2800 and quickly lift off the throttle it goes down to idle and revvs start to jump up and down violently, over and over again, i have to shut it off to make it stop. And it makes a lot of black smoke.

The car is in limp mode and the malfunction light is on.

I notice that the actuator rod at the turbo is not moving while revving. It should move from the start while reving right? Or do i need to rev higher than 2000 rpm to see it move?

What would you advice me to test/do?

the actuator is not an eletric part , at least not on my engine , i would start with the vacum system
