It is in limp mode. Could be for various reasons. Ross-Tech VCDS scan (or dealer's VAS) will tell what's wrong. If you don't have VCDS you should buy it. For $350 you get a great tool that will pay itself on a first use. Here you can get all help you need with it. There is also good support from Ross-Tech.

you really can't own this car w/o vag-com. An OBD scanner will be of minimal help and useless for the two issues you mentioned. It's like owning a Valentine One, it only needs to go off twice and it's paid for itself.
The other issue is getting help here. The first thing people are going to ask you are "what codes do you have"? Bob

Short answer No.
It can be a bit daunting at first with all the options, especially knowing you can "brick" the vehicle. After a few uses it becomes second nature. As others said/will say, it does pay for itself and there is no substitute for the genuine article.
