Default GIAC chip swap?

I have a bad ECU with a GIAC chip in it. I have been trying to find someone to swap it into a good ECU. I've called GIAC and they won't do it, because it's and old chip. I really don't feel like paying another $400 for a new tune. I'm pretty sure the chip is still in working order. Any help will be greatly appreciated.
