Default Clicking in steering colomn when audi 100 is completely off

I have a 1992 audi 100cs quattro wagon, when i shut the car off and wait about 15 minutes, Sometimes i hear a click click click click (continues forEVER) in the steering colomn, sometimes it does not click unless i lock the doors but normally it clicks anyways, Im thinking its either my Igniton not shutting the car all the way off or its a malfunction with the alarm. Either way something is clicking and draining the battery in my car and ruining my driving experience! i have disconnected the battery and the clicking stops immediatley, and once i put the battery cables back on the clicking returns. somebody anybody tell me why?

The clicking is likely a relay and it is possible that the ign. switch is bad
causing the issue. The ign. switch design does fail alot on these cars.
A new one is less than $10. This isn't the correct forum for a C4 100.
