Under normal conditions, the camshaft adjuster should be locked in neutral position. If not, the locking bolt (meant to prevent noises during engine start) inside is broken.
So you should NOT be able to move it with your fingers. |

Addition: you should NOT be able to move it with your fingers, when it is not broken. If it is stuck in performance position, the solenoid valve (steering the adjuster) will probably keep it down, since there is still oil in the adjuster. The locking bolt canīt be repaired, next step should be the replacement of the whole adjuster...
