Hinging piece under front end?

Hoping someone can expedite troubleshooting/fixing this. There's a plastic piece under the spoiler/just in front of tires that's hanging down on the right side (see pictures). Although left side isn't hanging down, similar piece does appear loose. Not sure if this is one single piece that runs side to side or two separate pieces. Haven't been under the car yet. I also notice there are some empty holes (see arrows) facing in and below that appear like they should have some fasteners in there. Both sides have the empty holes.

Any help is appreciated....thx....

WTF????? THANKS Chuckee Just called the dealer as I was in for the 55K service about 10 days ago, heading in tomorrow morning. Unbelieveable.....
