You are scraping the fender lip. Without the spacers, the wheel deflection with 19" allows the top of the tire to pivot into the wheel well due to the negative camber. When you add spacers, the top of the tire now hits the inside lip of the fender well.
Remove the spacers, increase your camber (with more tire wear), but for gawd's sake don't lower the car further. You will destroy your tires or fender.
