I'm not Imulavirus, but
As I understand, they are using this kind of information because its difficult to show all kind of information in only one parameter of the turbo like the boost pressure. It depends on rpm, temperature, etc (supposing stock engine). So the tuners can marketing their product just saying that they are still taking care of the turbochargers (in % of max on all kind of "environments") and making power (different levels for the stock engine) tuning fuel, spark advance and valve timing controlling.
