Default engine revs when changing gear

Hi
I have a 96 1.8t manual a4.
the problem is that when i put the clutch in the engine will jump up about 400 rpm or so then drop down. If i let the gas right off then put the clutch it it still jumps about 100 rpm or so before it drops again. i have found a thread with the same problem and have lubed the cables etc, it has helped a little but still dose it, i dont have a obd tool yet so i cant run that, will put injector cleaner through soon. It would be great if anyone could help with this problem. thanks everyone

Default did you clean the throttle body?
