Default O2 sensor questions...

I've got an early '89 MC engine. My O2 sensor output voltage is between .85 and .90 V under full load. I've read that .90V and under is lean. Is that true for this engine as well, or does it operate on a slightly lower voltage scale? Could a bad O2 sensor cause a lower than normal output voltage? I'm trying to determine whether or not my car is really running that lean. Thanks.
