Default wipers ailing

I have a 1987 5000CSTQ. Wipers don't seem to make good contact with the windshield. Have replaced the blades with no change -- suspect the arms. Is this usual? Any tried and true fixes? Suggested replacement parts? Thanks, - Nev.
