Does it has the window down function with key on UrS6?

I had the 1996 B4 passat.the car was able to use the key to window up and down when locked or unlocked the car. this early morning,I also
tried to window down ane then locked with the key.the window is up. but when i unlocked with the key(hold the key several seconds)it seems that the window won't go down.my car has came up with IR Key.
once I has been tried on the 1997 C4 A6 with the RF key.It can window up and down via the the keyless by simply hold the button.Can the IR key control the window via the keyless?
