Default Which first???

What should I modify first? Me and a mate at work were having a discussion about this yesterday.

Should I uprate the brakes and suspension first, as this will enable faster driving through bends etc. or should I just get the chip done first.

I am not sure which to do. I know that suspension will cost more than a chip but if my car cant go round corners at faster speeds then the chip is only good for straight line speed. As for the brakes I will only uprate the pads at first.
