Default HVAC VACUUM HELP PLEASE!!!!

I have a 96 Audi A4 with a 2.8l 12 valve, the heat and ac has not worked. I took out the dash an pulled the hvac unit out to find out that the vacuum lines were not connected at all. I used the hvac vacuum diagram and hooked up the ac vacuum line but can not figure out where the number 3 line goes. It says it goes to a restrictor can anyone help me out? The person before me had all the vacuum lines routed wrong in the engine bay so i redid all the lines with new and hooked them up according to the bentley manual. There is also a connection for a sensor on the from of the main vent tubing and i cant not figure out what plugs into that (it is a 2 pin connector and i traced all the connections in the car and cannot find one that mates up to it 2nd picture?) Can anyone help me out? The images below are of i am talking about...

I would just find manifold vacuum and hook it up to it. Should operate fine.

Thank you for all the help, i left the restrictor side open but hooked up the motor side of vacuum. And as far as the foam falling apart in the flaps i took most of it out put new foam and used some aluminum tape as a reinforcement. Heat blows nice and hot now. Next is to get the A/C charged.
