My cd window for the nav disk will not open and makes noise even when the car is turned off. Seems like it's trying to open or close, but does neither

your unit might be locked, if you have a 2G MMI high, then you can use your Ross-Tech VCDS (vag-com) to release the security controls:

Channel 068: Ejection Lock
0 = Eject Button active
1 = Eject Button inactive (Anti-Theft)
