Bought this car new 12/03. Replaced drivers side HID ~ 1 year ago. Replaced passenger side a few days ago thinking it was out. Still not working so went to fuse panel. owners manual shows slot # 20 & 21 are supposed to be the fuses but none there. where are they? Are there relays? wiring change in model year?

Not had this issue, but there are no relays for the lights. Likely the switch if the fuses are okay.

This is the xenon HID's, there are no fuses. You would think there must be some type of circuit breaker. Further research suggest it must be the igniter that has gone bad.

I have xenons as well and there are fuses; 20 and 21 are them. There are no circuit breakers on cars. But, you are correct, the culprit could be what you refer to as ignitors, that I assume are the ballasts, although both being out would be rare.
