Update: I polished the windshield where the sensor was and it appears to be working much better.

Next I will go to the stealer and get some new wiper blades.

For those who have not seen the sensor before, look at the blacked out area where the rear view mirror is, there is a small round sensor that you can just make out. It's attached to the inside of the windshield. I had never seen it before.
