What sequential steps can be taken to improve performance of the Jetta TDI?
Simple to more comples
Lowest to highest cost.

1. Use a useful oil additive like http://www.auto-rx.com/index.html - I've used it and it really does make a difference.
2. Make sure that the engine is really in good condition, that the cylinders are not leaky (get a blow-past test done as well as a compression test), make sure that the air intake piping is in good condition and tight on the joinings, and that you are not losing coolant or oil. Making more power happen makes life harder on the engine, so you should only start with a good one.
3. Change out the injectors for ones from KermaTDI.com - really well worth it. Again I did this and got 25 bhp.
4. Get the car chipped professionaly, ideally by http://www.rocketchip.com/. Jeff can work miracles, and he's professional. Contact him directly, he is busy so don't expect instant replies. Again, really worth it.
5. At this stage, you could have 140bhp and enough torque to smoke your clutch. You'll need a new clutch!

It depends of the type of the engine. Mine ASV (stock-110 HP) has now about 220 HP with big turbo, injectors, fuel pump, FMIC and other stuff.
Check out www.compsport.pl. They made my engine and they made some street car fo about 250 HP from stock 130 HP PD. They also build Golf 1 with 2.0 tdi engine with NX - abuot 300 HP. It runs 11's for quarter mile
