Procedure for cross-forum Notice?

I'd like to start a petition/facebook campaign/something to request AudiUSA join the 20th century and provide .PDF owner's manuals. Would it be possible to get this publicized across the forums as a Notice or similar? The request addresses a complaint commonly found on Audiworld across models and generations, so I would think it would be of general interest and not particularly "political" or prone to opposition....

What say ye guardians of the AW flame?
