They're additional bumper guards that are mounted via 3M double-sided tape. I can't remember where I bought them, but they help protect my front license plate/frame. Before I installed them, someone backed into my car while parallel parked and dented my plate/frame. They came in black, so I sanded them down and spray painted to match the bumper.
