fuel sending unit broken??

My fuel gauge was acting up so I replaced the unit with new only to discover the old unit was actually fine, the wire was not broken.
It had the usual black oxidation on the copper but it technically functioned.
My fuel gauge now is a bit quicker and is steady but still not 100% accurate, it likes to flop around between 1/4 marks sometimes which is annoying so it can only be the cluster left, flaky PCB.
