Water in the license plate surround

Water in the license plate surround
I have water in the tailgate of my '01 Avant. I've pulled the trim, and verified the washer is not the cause. Could the water be entering through the plate surround? How do I get that bugger off to examine the seal?

I've pulled the surround and I didn't see an obvious water entry point. I filled it with water and it seems to be leaking on the back side, where the light housings attach to the main back plate. Guess I'll try stuffing some epoxy or Black Max CA down there.
