It could be the water (coolant) pump and it won't be easy (read: cheap) to get to. Not a job for a beginner. Might be a good idea to do the timing belt at the same time as it won't add much to the cost.

what do you think would be a resonable cost for the labor? and is it typical of the water pumps to go, my car has 116K on it.

Don't know about the pump alone but a good price for the belt job is $1000-$1200 (all in). Pick two reputable VW/Audi shops and ask them to quote you. If you haven't done the belt yet, do it (116K!).

I wouldn't call it typical, but wouldn't call it atypical. Which is why it is recommended that you replace the water pump (and tensioner) when you do the timing belt. Also, I am 100% in agreement with gingerman to do the timing belt.
