Default Memory power to ECM getting lost PLEASE HELP

Hi everyone, I am having a problem with an 98 Audi A8 4.2 that no one seems to be able to figure out. Problem is the car will not pass inxpection. Basically when I start the car the outside temperature is all messed up and the air conditioner or heater will not regulate inside the car. After I drive it for about an hour or so everything goes to normal. As for the inspection when the car has been driven it passes everything, but as soon as the ignition is turned off and back on its back to zero. It will not pass. Unfortunately during inspection the car has to be turned off and back on. ANY ideas would be appreciate it, As far as the DEALER goes, they said this is the problem ( memory power to the ECM getting lost) Seems the ECM resets itself every time the ignition is turned off. ANYONES help would be greatly appreciate it. So far the dealer doesnt know but wants to order a new computer then new ECM etc, etc.

Default Given that you have issues with mutliple systems,

I doubt the problem is the ECU. More likely some fuse or relay that's supposed to keep power to certain systems on, even when the ignition is off. I'd suggest some quality time with the wiring diagramsand a mulimeter before I bought an ECU.

Strange thing is that I did some tests and the ECU is receiving power just fine even when the engine is off, So I have no idea why it looses power
