Yes, T-Mobile 3G and their in-car sim is used for all current Nav Plus models except the new A3 which uses AT&T 4G LTE. There are various pay-for-use-as-you-go providers that use the T-Mobile network with their own sim that will work as a potentially less expensive alternative (depending on use) to signing directly with T-Mobile. An AT&T sim will also work but only at 2G Edge speeds; Verizon will not as they use different cel frequencies. Note that after the 6 month free trail, T-Mobile offers an unlimited 3G Audi Connect data with a $450 30 month prepaid plan that works out to $15 per month. Finally, in the U.S., Audi Connect does not support tethering from any phone.
