Here's my budget for similar mods, but GT2871 not RS2 turbo
Big Black brakes - $1250
Bilstein Sport/H&R Sport suspension - $770
Camber plates - $300
Rear shock spacers - $25
GT 2871 turbo kit - $1765
034 RS2 manifold - $995
Exhaust gasket kit - $160
RS2 injectors (used) - $250
Software ~ $750
Samco boost hoses - $325
Stromung exhaust ~ $1400
Misc fasteners ect ~ $500
This is for all new parts except where noted and lands you $10 shy of $8k.
The smart thing to do is spend $10-12k on a nicely modded car and be done with it and save yourself thousands.

If you can find a car that already has the mods you want you will save a ton!
Even if it doesn't have all the mods you want you'll still be ahead. At best only 1/2 the cost of mods is reflected in the purchase price of a modded car. Often it's much lower than that. It's pretty easy to find nice clean cars with suspension and brakes, full RS2 is pretty common as well. You can't be as picky when looking for a modded car and you will have to travel to find the right car, but the savings will be huge if you manage to find exactly what you're looking for. Even if you compromise a little on the car or the mods you want you'll save big.
I bought my car with the suspension I wanted (Eibach/Bilstein sport), a chip and 17" wheels that I really liked. I didn't look for an RS2 car because I really want a GT2871 turbo for quicker spool. It will cost more in the end, but I'll get what I exactly what I want.

...that "doing it right" would include a full suspension rebuild.
I think that's on the extreme end of "doing it right", which also might include honest-to-Pete RS2 cams, RS2 MAF, injectors, 044 FP, FPR, FMIC in addition to brand-spankin'-new turbo and EM.
Oh, and the labor to get it all done. That's gonna add up REALLY quick. To a big bill. WAAAAAY over $5k. And in the end, you're gonna get 380-420HP, max?
But on the other end is OEM (like '92 springs) OEM MAF, used turbo and EM, OEM AAN cams, BBK, OEM FP and leaving it at that. Yes, you're probably leaving some power on the table. How much? 30-50HP, max? I dunno about you, but that 50 HP sounds REALLY damned expensive! And really, you're not giving up any reliability.
Speed costs. How fast do you wanna go?
