Default Depends on their discounts and such.

Should only apply to Comprehansive or Other-Than-Collision coverage since a garage theoretically only helps deter theft and vandalism which is covered under one of those coverages.

Not every company has the same discounts available. Some discoutns sound good on paper, but aren't actuarially sound. ABS is one of them, but many insurers offer the discount.

Also depends on the state. Some states don't allow discounts that are alloed in other states.

Default If it is with Progressive then no.

They just base rates on ZIP.

Default Don't know about in CA, but it's much more than just ZIP Code

Age of driver, vehicle (make, model, model year), use of vehicle, driving record, coverages & deductibles, credit score (don't know if this applies to CA), and more.
