Default 2.7t boost trouble

Hi all,

my 2001 allroad 2.7t is having some boost issues and the worthless local shop can't figure it out. the car feels like it boosts well from about 2k rpms to about 3500 but then it seems to falter and the power kind of fluctuates. ive replaced the diverter valves and checked for leaks the best i can but without a smoke test i don't know a real good way to test for leaks.

is it the n75 valve maybe? it seems like maybe the wastegates are opening too early or something.
