Default 1998 30v 2.8l Camshaft Alignment

OK...so I read all the threads on camshaft alignment, but am still a little confused. I have removed and replaced both banks of cams. Bank 1 is at exactly 16 rollers between the marks on the cams. Bank 2 is at 14.5-15 rollers. Bank 2 lines up perfectly with the marks on the bearing caps, but bank 1 is off on the intake side by a tooth or two. I have done it this way according to the advice on the other threads. Here is the BIG question.....Are there supposed to be 16 rollers between the marks on the camshafts on bank 1 or are the marks supposed to line up with the bearing caps, because both is impossible.
