i just got my car back a few days ago from the dealership because i had the same issues. i got away with just fixing the pump and no rack. i believe it was around a grand for the pump and labor, not sure tho i got alot of other things fixed as well. but ya should just be the pump.

check your driver's side inner tie rod boot. if it's wet, it's the rack. otherwise the PS is right behind the large pulley on top of the engine dead center.
