Yes, absolutely.
With, of course, the understanding that these are not new cars anymore. I always suggest people allow a 6 month teething period to fix all the crap the previous owner was too cheap to take care of.
Engine and trans are fairly indestructible, and there isn't enough power to really get yourself in trouble, making it a good first car.
Great handling, and good fwd traction in bad weather.
Junkyard parts from 4000q's will work from the firewall forward.
CIS injection reliable, but fixable by any good VW shop.
Parts prices are generally decent, though there are the occasional gotchas like the fuel pump and window regulators.
Only real PITA servicing job is the timing belt which requires special tools to lock and remove the crank pulley. Use only top quality German water pumps.
Read through this forum and search for other buying tips.

Default i second everything said above.. got mine for $500 as my first car

redid the entire suspension and NOTHING has gone wrong with it.. in fact its lack of breaking is so extreme that i got bored and missed working on a car, so i took it all apart.

no experience with the CGT, but i'll say that the 1989 80 I owned for a year and a half in Germany and the 4000S i just bought are very strong cars. 1.8L 5 speed will put on dependable miles. had 320,000k (200,000 miles) on the 80 before i got rid of it. and it still went 205kp/h on the autobahn. and started on the first crank.

Simply attaching an oversized lawn mower muffler to your '84 Civic does not constitute "Import Tuned"
