Clay bar. NOTHING got off some of the crud I had on my wheels until I whipped out the clay bar.

Also used P21S - which can get expensive if you use a lot of it. To reduce costs, I used Krud Kutter - a great bio-friendly cleaner available through Target and a few other mass retailers. Works...
