It is probably the rack and not the pump that is going bad. The fluid is getting past the seals in the rack and ending up stored in the boots. A new rack is in order ($$$).

I would replace it as well as the H20 pump, tensioner and accessory belt considering your mileage. The H20 pump is the one you need to watch out for, so if it hasn't been replaced then you are riding...

The JJ Tip is the best, if you can afford one, but also they're difficult to find. I think Mike is not producing them any longer.
