For most model years they come with cold weather, for '06 they are a stand alone option only

I think they put them back in the cold weather package for '07, and they may be standard on '08's (not sure).

Don't know, but they needed to order "some parts". I'm going to ask to speak to the tech when I pick it up to get the details on what failed and why (probably best guess).
