Wheel well access is the easiest and maybe the only. Once you get that liner off you will see the tank and the pumps etc. Easy. I guess you can jumper the sensor but why not just fix it?

The timing belt is 15 years old so it's due right now. The oil smell is most likely from leaky valve cover gaskets/cams seals and probably on the passenger side. Your mechanic can do all of that...
