On mine, vacuum lines were culprit of non-working cruise control & egr cel (coupled with the solenoid).

You gotta figure these lines are in most cases 10+ years old and subjected to...

Are you sure the vacuum lines (and tees) are good? Mine didn't work when I got my car and I ended up tracing it to cracket tee tucked under drivers side strut mount area (this is on a '96 Avant).

I had the code for insufficient flow at one point too--did the vacuum test and had similar result to yours. . . ended up replacing some vacuum lines and it solved the prob!

In my case at least, the issue was the little motor that opens & closes the flap to regulate the heat mix...
