It certainly does seem that the thermostat needs replacing.
Other consequential problem is going to be carbon fouling...

It may be as simple as the air cleaner element.
If the filter is blocked up you won't be getting adequate air flow to get good fuel mix, so what hits the pots is rich - hence the smoke at high revs....

Check the temperature sender unit on the block.
Not sure whether there is just one or two.
Older engines had one for the temp send to the ECU, and another for fan control.

Not sure of the B7s, but the ECU may limit your revs if the engine temp / oil temp is too low. It may actually doing you a favour and...
