Clarification needed on strut mount removal / source for self-locking nut

Clarification needed on specifically the self-locking nut and the use of the 3078 tool.

Why do you need the ability to torque the outer nut and tighten the set screw at the same time? Couldnt you:

    (removing)
    1. undo the set screw, 7mm key
    2. undo the outer nut, 22mm socket

    and then..

    (replacing)

    3. torque the outer nut (with a conventional socket)
    4. tighten the set screw

Is there something i'm missing or cant see while I'm imagining this procedure?

Does anyone know a good source for the self-locking nuts? the bentley says to replace them after removal. I figure I could reuse them but I imagine them to be not so expensive.
