Boost leak question???

How does the pipe that connects to the y-pipe off the intake on the driver side connect to the pipe that feeds the turbo, I had air blowing out of that connection and when i pulled the pipe it seemed to have just been siliconed in. Is this the proper way to seal that junction or not???
