I have did at least 5 sets of piggies......
use a something to cut off the cylinder where the precats are. Take something and place it against the pre-cats and whack it a few times. It comes out really easy this way. Then just weld it back together. I can do a set in less than a half hour now. Then place a bolt where the old sensor goes in then reweld that. Drill new holes where you want the new sensors.

Now, that was a b!tch of a project...
...I used a long 3/8" drill bit to put in a few initial holes. After that, make some more room with long chisels, screw drivers and a hammer. I also used some long needle nose pliers to pull some of that crap out. Finally, clean it all out with a heavy grit flapper wheel. So, if you don't have an air chisel, you're in for some real fun. I used your general idea and it worked out OK
I used what was handy.. a big flat wood drill bit. It was long enough to go all the way through the catalyst so it was much easier to break apart. My regular drill bits weren't long enough. It still took me an hour per side. OH, I also used a pickle fork to break the stuff apart between the drilled holes.
Be careful of the bracket at the middle of the downpipe.. they bend easily.
