    vehicles mass and it's velocity. But it doesn't depend upon the rate of acceleration of that mass to a particular velocity.

    Whether a stock S4 accelerates to 100 mph in 14 seconds, or a high HP modified S4 does it in 10 seconds, they're both at 100 mph, and that velocity is what determines the quantity of energy that must be transferred to the vehicles brakes.
